  1. Plan and organize the procurement activities of the Ministry;
  2. Provide high level technical guidance in the work requirements and methods;
  3. Preparations of bidding documents in compliance with the Public Procurement and Disposal of Public Assets Act;
  4. Managing bidding processes including pre-bidding meetings, clarification and receipt and opening of bids;
  5. Supervise the Ministry’s Evaluation Committee in accordance with the Public Procurement and Disposal of Public Assets Act;
  6. Evaluating bids and any post qualification negotiation;
  7. Preparation of contract documents and oversee their management; and
  8. Submission of procurement and evaluation reports to the Accounting Officer.
